The governing agency over the Fort Bragg Fire Department is the Fort Bragg Fire Protection Authority Joint Powers Agreement (or JPA) The JPA is a board of directors formed in the 1989-1990 fiscal year. It consists of  two members from the Fort Bragg City Council appointed by the Mayor, two members from the Fort Bragg Rural Fire District Board appointed by their chairman, and an "At Large" member appointed by the other four members. All positions held within the JPA board are unpaid and have a 2 year term. Meetings are held one the fourth Tuesday of every month at Town Hall in Fort Bragg. The duties and responsibilities of the JPA are outlined as follows:

- Shall have any and all powers relating to fire protection, fire suppression and emergency rescue authorized by law.

- In the operation of the fire and rescue services, shall have the sole authority to consider and establish policies and procedures as may appear necessary.

- Appoint and remove, employ and discharge, prescribe the duties and fix the compensation, if any, of all officers, agents, and employees of the Fort Bragg Fire Protection Authority.

- Supervise all officers, agents and employees of the Authority to assure that their duties are performed properly.

- Hold monthly meetings and special meetings as needed provided there is 72 hours notice of the time and the nature of the business to be transacted.

- The Authority shall have such Standing and Ad Hoc committees as may from time to time be designated by resolution of the Board of Directors

- Shall adopt a budget for the coming year on or before the beginning of the fiscal year.

- Shall elect officers for the term of one year. A vacancy in any office shall be filled by the Board of Directors.

The duties and responsibilities of the JPA are outlined as follows:

- Supervises the fire protection and suppression functions of the City of Fort Bragg and Fort Brag Rural District.

- Is responsible for the efficient and effective management of the Fire Department.

- Appoints all chief officers from within with the approval of the Volunteer Association.

- Approves all new volunteers as to their  physical and mental capabilities to perform as firefighters.

- Evaluates organizational structure and makes modifications as necessary to improve and maintain the level of fire protection and suppression services.

- Develop administrative systems for purchasing of supplies and materials

- Prepare annual budget after consultation with departmental officers

- Develop long range plans for equipment replacement

- Review development plans for fire safety adequacy

- Respond to citizen inquiries and complaints

- Recommends ordinance or regulation changes to effect improved fire protection

- Participates as a member of the Technical Advisory Committee

- Attends Public Safety Committee, Rural Fire District Board, and all Fort Bragg Fire Protect Authority meetings.

- Supervises all  Fort Bragg Fire Protection Employees
